Making ESG-reporting strategic and efficient
for public enterprises

The OECD has updated its corporate governance guidelines for state-owned enterprises (SOEs) since 2024 to include sustainability, highlighting the key role public authorities play in fostering resilience and long-term value. At the same time, although the EU’s sustainability reporting framework has undergone significant changes, double materiality in ESG reporting remains strategic—specifically for public enterprises in critical infrastructure sectors.
Importantly, sustainability reporting is no longer just about compliance; it supports strategic decision-making, risk management, investment planning, and resilience building. The discussion focuses on identifying the most relevant ESG reporting requirements and indicators, and on improving how this data is used to strengthen governance and guide long-term strategies.
The following question will guide the debate: How should ESG reporting be designed to make the business models of public enterprises more resilient?
