Six logics to consider, analyse, discuss via case/country studies
- Governments have various policies to be implemented by SOEs.
- Governance mechanisms have been established to link SOEs to the government owning them.
- Core technology of a SOE and capacity.
- Strategy, strategic plans and processes around them.
- Public entrepreneurship.
- Commercial oriented objectives.
Papers can address these six logics from different theoretical and empirical perspectives.

Proposed Timetable (2025-26)
- June 2025: Launch of the call to participate (ongoing possibility to join the project)
- June 2025: Launch of the Call for Papers in the Annals of Public and Cooperative Economics – APCE (call closing on 15 September 2025)
- Autumn 2025: Online meetings of the Working Group (agreeing on the interview grid, approaching the stakeholders, exchange about first findings, …)
- January 2026: 1 Workshop (with the APCE potential contributors)
- 2026: possible additional events
- 5-8 October 2026: 35th International Congress of CIRIEC (Montreal, Canada): presentation of results
Publication of the work
Several outlets are foreseen:
- A Special issue (2027) of the Scientific Journal, Annals of Public and Cooperative Economics – APCE
- CIRIEC Working Papers (peer-reviewed)
- A Book with empirical studies, possibly with Routledge
